The technology is expected to star on Wall Street

Anticipate a future opening up slightly from the New York Stock Exchange on Thursday. Wall Street and should build on the previous day, still driven by hopes of a coordinated European bank recapitalization.

After weeks of dithering, European leaders have taken in hand to avoid a collapse of the banking sector, weakened by the debt crisis, which brought down the French-Belgian group Dexia. The markets were also reassured by the publication of macroeconomic indicators in the U.S. exceeded expectations: job creation in the private sector and the ISM services.

Caution before the employment figures

Investors in Europe and the United States should however be cautious before several major macroeconomic deadlines. On Thursday, the European Central Bank (ECB) announced on Thursday to maintain its 1.50% interest rate, reference the cost of credit in the euro zone, despite the sharp deterioration in the economic and financial crisis.

Investor caution should also be strengthened by the expectation of official figures of employment for the month of September in the United States to be published Friday. Meanwhile, new jobless claims are slightly lift the United States during the last week of September, according to figures released Thursday by the Washington Department of Labor. The Ministry has identified the deposit of 401,000 applications for unemployment benefits in the country from September 25 to October 1, adjusted for seasonal variations, or 1.5% over the previous week, which is consistent with the estimate of analysts.

Investors will have their eyes on Apple and Yahoo

As for values, investors will have their eyes on the technology sector.

• Apple should be particularly observed after the announcement of the demise of the group's founder Steve Jobs.

• Yahoo is the subject of new rumors of a possible bid from U.S. computer giant Microsoft, which had tried to capture in 2008 of U.S. internet group.

• Hewlett-Packard should not make further major acquisitions in the software after the acquisition of Autonomy, according to statement from the group's new boss Meg Whitman, quoted by Reuters.

• Boeing received an order for $ 1.1 billion from Ethiopian Airlines for four Boeing 777 freighters.

• Gilead Sciences has granted a license agreement Boehringer Ingelheim for the exclusive rights to research, development and commercialization of an anti-integrase for the treatment of HIV.

• Marriott International has released the third quarter, earnings per share of $ 0.29, up 32% year on year. Turnover was 2.9 billion dollars against 2.6 billion last year. The revenue per available room key indicator in the hotel sector grew by 8.7% on a comparable basis, while prices rose by 5.3%.

Also note Peabody Energy and ArcelorMittal will extend their bid for Macarthur Coal until October 28.

Retirement at 67: Fillon sow disorder

After the 2010 reform, pensions should not be a real issue this year in the budget of the social security system. In fact, the main novelty of this result to come Woerth reform: the legal age will increase to 60 years and 8 months for those born in 1952. The other change was as expected since it corresponds to Nicolas Sarkozy's commitment to increase the "small pensions" by 25% during his five-year term: this will be done on April 1, with a final increase of 4.7 % of the minimum pension for single people.

But Thursday, François Fillon has caused confusion. Referring to the economic convergence between France and Germany, he said that things were moving in the field of corporate tax.He added: "It will take time to go to a joint work towards a common retirement age, to a gradual convergence of economic and social organization of our two countries." But the retirement age with full pension, except for long careers, will be increased to 67 years across the Rhine by 2029.

"Target needed '

Trial balloon of "Fillon-the-discipline"? Clumsiness (this passage was the only improvised his speech)? Applies to defuse his entourage: "Convergence is a general purpose necessary to maintain the competitiveness of France. The recent pension reform is an element of social convergence, and the government does not intend to go beyond in the coming months, "says an adviser. And up, tongue-in-cheek, that the barrier of 67 years had not been mentioned, and that convergence might as well be on "our" 62 years cheap business cards

In fact, it would be difficult for the Prime Minister to explain that further reform is needed, a year after he hammered the previous balance the books. But in the midst of primary socialist and the day of the budget of the social security, his statement could hardly go unnoticed. For François Hollande, Fillon "revealed the program of Nicolas Sarkozy" in 2012. Segolene Royal accused her of "not being honest", the systems are so different that any comparison between the 67-year German and French 62 years is risky.Exact to the point that Valerie Pécresse also used the argument to play the controversy, noting that the retirement age without financial penalty for people without all their quarters of contribution, would be increased from 2023 in France … in 67 years.

These subtleties have also pushed Martine Aubry to say that the Prime Minister does "not know the subject" and "has a problem with the actual figures." What afoul of Xavier Bertrand: "She would have done better to remain silent. If there is one subject on which the PS has done nothing, other reports and reports of decisions, it's pensions, "responded the Minister of Labour.

Pernod Ricard ready for small acquisitions

LE FIGARO. – Are you satisfied with the performance of Pernod-Ricard during the exercise?

Pierre PRINGUET. – Congratulations to the teams of Pernod Ricard. The group has an excellent performance, with both a strong acceleration of growth of our business and our operating profits. For the first time ever, our net income exceeds one billion euros. These figures show the relevance of our premiumisation strategy and innovation. Our high-end bottles account for 71% of our sales, against 69% last year. Our new products (Wild Tea Absolut, Malibu cocktails …) our limited series and our innovations in advertising and packaging met with success. With a new bottle of Ricard sales increased 5% in France, a market of aniseed stable.

You get ready for a worsening economic environment?

No, I fear neither slowing growth in emerging countries or return to recession in mature markets. The world faces a problem of public debt, with a unique in Greece, the country most fragile. But the political dimension is at least as important as the economic dimension. Everyone was betting on an acceleration of growth in mature markets: the targets are scaled down, but countries will experience low growth in 2011 (1.5 to 2%). And there is no reason for the dynamic growth of emerging countries is slowing. For 2012, the objectives are still serene. IMF sees faster U.S. next year. You can always play to be afraid. But the psychodrama of the summer on the state of the banking system has nothing to do with the situation of 2008 and the general crisis of debt at the time. It is a political problem, but not macro-financial.

There will be no effect on the growth of your business during the current year?

We expect continued moderate growth in mature markets for the fiscal year beginning in July (1.5% last year) and continued strong growth in emerging countries (17% last year) . These will drive our growth: built on solid economic fundamentals, these markets are naturally attracted to our premium brands.

The tension in the markets makes it more difficult to manage your debt?

For our bank debt, we have no due before July 2013.We have an active management of our debt, with two bond issues last year to EUR 1 billion and $ 1 billion respectively. Interest rates remain particularly low, we will seize every opportunity to issue bonds. We will continue our debt reduction, with the aim of achieving 30 June in a net debt / EBITDA of close to 4.

You will be able to resume your acquisition policy …

Does not expect to purchase several billion on 1 July. In the meantime, we will conduct no strategic acquisitions. However, we can make tactical acquisitions, such as tequila Avion in July. It is both a start-up and a brand ultrapremium, sold between 40 and 60 euros a bottle, which allows us to expand our portfolio in the United States. This is the type of operation we will focus in the immediate future. Acquisitions of Brazilian cachaça or baijiu Chinese are possible options. In our business, this is not the type of product that counts, but the brand. Pernod Ricard could also create one from scratch. This is one of the objectives of our internal team called BIG (Breakthrough Innovation Group), whose current head of our German subsidiary, Alain Dufossé, just take the lead.

This summer, Patrick Ricard, non-executive chairman of Pernod Ricard, said at that point the group should aim for first place in the spirits market. What is your strategy to achieve this?

This is the purpose of our project Agility. The goal is not size for size, but the growth momentum. Our sales have grown faster than our competitor's last year. We must repeat that performance this year.We take the market, we are the most innovative, we are well placed to achieve this.

Alexandre Ricard was promoted a few weeks ago. It is well positioned to succeed you …

Two things are certain. One is Alexandre Ricard has an excellent track. That's why I named Executive Vice President in charge of distribution networks. The second is that I leave my post January 31, 2015, when I turn 65, according to the statutes of Pernod Ricard.

The Cac 40 erases its losses the last two sessions

Like the Asian stock markets, although directed this morning with the exception of the financial center of Shanghai, the Cac 40 rose sharply opens on Monday. Enough to clear the heavy losses the last two sessions.

More hesitant, other European indices begin their week on their side so volatile. Germany's DAX climbed 1.28% in mid-session after falling slightly (-0.17%) in the morning. Even the Spanish Ibex is up 1.93% after plunging by almost as much this morning.Note that the London Stock Exchange will remain closed on Monday due to holiday.

She said that the European institutions "need of urgent recapitalization."The former Minister of Economy and Finance believes that these measures are the "key to cut the chain of contagion." So new fears for the banking industry, already largely weakened during the summer.

Pending on the details of the background of aid to Greece In Greece, aid modalities are not yet fastened. Negotiations were slowed by the requirements of Finland and the new challenges of Athens, whose stock rebounded strongly on Monday, however, and accounted for up to 9% increase on mid-term, on the bottom of the side of mergers expected Greek banks, in the early afternoon.

In addition, investors seemed to adhere to about Laurence Parisot. And referring to the financial crisis, the president of the employers' association (MEDEF) estimates for its part, that "if Europe were attacked, not because it is weak but because it is strong, and if it is envied, because it is enviable, "In an interview with Le Figaro, the boss of the bosses denounced a U.S. plot against the euro area.

Irene reduced cost

Other news of the weekend: the passage of Hurricane Irene passed through New York without drama. He also was demoted to a tropical depression. U.S. markets should open smoothly and Monday. Hurricane Irene would have between 500 million and one billion dollars in damage in the Caribbean and the United States, according to catastrophe modeling firm EQECAT.A figure below the most pessimistic forecasts considered before the hurricane.

The price of Brent was down, refineries and oil terminals on the East Coast of the United States seem not to have suffered major damage, easing fears of a supply disruption. In addition, Libya resumes oil exports within a month, according to the spokesman of the Arabian Gulf Oil Company (Agoco), controlled by the rebels low rates payday advance. Crude oil production will resume in mid-September on two deposits in the country. A barrel of "light sweet crude" for delivery in October takes the field, to 85.46 dollars per barrel of Brent North Sea crude for October delivery stabilizes at 110.8 dollars.

Still on macroeconomic markets keep eyes turned to the other side of the Atlantic. They will learn on Monday of income and household consumption in the United States in July (1430) and promises of home sales for the same month (16.00).

The bank bounce despite the warning Lagarde

As for values, on the eve of the biannual publication of trucks from the coast (Bo uygues, Carrefour, L'Oreal, Vinci …) in mid-session, one drop was to lament among the 40 largest-cap the Paris, that of Danone (-0.34% to 45.58 euros). In addition, about Christine Lagarde did not prevent banking stocks to rebound. A technical rebound is sustainable, while the sector was the most attacked in recent weeks. Societe Generale (2.02% to 21.76%) followed by Natixis (2.08% to 2.74 euros) and Credit Agricole (0.90% to 6.47 euros) and Axa (1.27% to 10.36 euros). Finally, BNP Paribas up the rear with a more moderate increase of 1.10% to 33.93 euros.

In addition, Ingenico (1.43% to 27.26 euros) announced that it had repurchased TNET, an Italian company specializing in payment terminals, for an amount that was not disclosed. According to Ingenico, TNET manages an installed base of 45,000 terminals in Italy.

APRR observe the re-opening until September 9 of the OPR launched by Eiffage (0.95% to 30.97 euros) and Macquarie. The toll road was also noted Friday that the evolution of traffic early in the second half was mixed for light vehicles, but remained well oriented for heavy vehicles.

In addition, ING has lowered its board to maintain, against purchase, the title Arkema (0.91% to 50.38 euros) and reduced its price target on the value to 55 euros (as against 85 euros).

Canal + (0.67% to 4.37 euros) could push his plans for the IPO. While the ACC has lost nearly 20% of its value during the summer, analysts are skeptical of an imminent public offerings of media group, reports Les Echos. The listing of the 20% held by Lagardère has already been de-programmed, it could eventually sell its stake in Vivendi, the majority shareholder.

For its part Orange (France Telecom: + 1.06%, to 12.88 euros) would be in conflict with the American Cogent. The U.S. operator has, according to La Tribune, filed a complaint against his French counterpart to the competition authority for "abuse of dominant position." Orange is accused of preventing users from accessing the site MegaUpload. The conflict dates back to January so that Orange had decided to grant the account drop traffic from Cogent.

Historic monuments: the reinforcement of public funds

Half of the historic buildings owned by private individuals. Listed or registered, these buildings are part of the national heritage and the 1913 law on historic monuments, heritage built into the Code, provides the financial support of private actors to help their conservation.

Owners who wish to make a historic monument restoration work can get state funds through the Regional Directorates of Cultural Affairs (DRAC) and regional and general councils. The granting of funds by the first condition for most of the time the agreement of local authorities.

Restoring an identical

The first step is to validate the work projects by the DRAC. An architect of the buildings in France will check that it is a restoration project at the same rather than maintenance and repair ordinary. The architect must also approve the selection of the contractor responsible for carrying out the work. It must have certification awarded by Qualibat every five years.

Permission to work obtained it takes on average within six months – the owner can take the steps to apply for funding from the regional conservation of historical monuments, decentralized service of the Ministry of Culture responsible for allocating the funds allocated each year by the state. The need to restore or the urgency of intervention, will be crucial in the decision. The DRAC Ile-de-France added that the progress of the project is also examined.Hence the importance of presenting a solid case together with plans, photos, specifications, implementation schedule work …

The association La Demeure Historique, one of the two organizations accredited by the state, began to identify in a report the amount of financing obtained by the private owners of historic buildings through co-financing public (state and region). The latest figures available are for 2008 and set the total amount of funding allocated by the DRAC to 20.5 million euros, 15 million for listed buildings and 5.5 million for the monument included in the supplementary inventory. An amount up slightly from 2007 but well behind the 30 million allocated in 2000.

Isabelle de Charnace, following the request for public subsidies for La Demeure Historique association, said the 1913 law provides for the payment of a grant of up to 40% of the total work to a listed building and 15 % for a monument inscribed payday loan. "In practice, it is far from reaching these numbers consistently, but it is important to get not even one euro of subsidy," said she. The downstream of the DRAC has a twofold consequence. The first is tax because it qualifies for the tax deduction of 100% of the work. Without subsidies, the owner has the right to deduct only half. The second is that it generally serves as a passport to get help from the regions and departments.

Regions and departments

Figures published in the report of La Demeure Historique reveal a variety of situations from one region to another. In 2008, 11 of the 21 regions surveyed (the data on Corsica and overseas territories are not included), have paid any subsidy. In 2010, the number rose to 14. According to the association, this disengagement is due to the fact that the regions consider that they must give priority to financing the public patrimony. They also prefer to intervene to save the monuments unclassified through the Heritage Foundation.According to the latest figures only 55 operations have been financed by the regional councils in 2008, against 197 in 2005.

The total amount of aid allocated, however, is virtually unchanged: 3.310 million euros in 2005 and 3.206 million euros in 2008. The award criteria are also very different from one region to another, some requiring the opening scene to the public, participation in events, or the mere possibility of admiring the monument from the public way. In 2008, the regions with the most generous private monuments were Auvergne (2 million for 28 projects), Britain (547,000 euros for 19 projects) and Haute-Normandie (340 000 euros for a project).

As for general tips, 28 of the 87 who responded to questionnaires (out of 91 respondents) did not grant any subsidy to private monuments.Four departments have even enacted regulations removing the ability to finance operations of tells. They are still more generous than the regions participating in the total funding of 475 operations for 6.734 million euros. An amount in free fall over the year 2003, when county councils were given more than ten million.

Sponsors: "Lacourt can thank Manaudou"

Lefigaro.fr – Since his triple gold medal at the European Championships in Budapest in 2010, Camille Lacourt has increased its advertising contracts. How does the commercial success he started?

Jean-François-Salessy After his success in Budapest in August 2010, Camille has indeed come to me with Fabien Gilot Ménart and William, all three members of the Swimming Club of Marseilles, so we work together. In less than 24 hours in September 2010, and even if I was going to take a year off, it was decided. Camille's situation was a bit special because it suddenly goes from darkness to light, and was approached by many brands, especially in the beauty and cosmetics. We are closer to Clarins and their way of approaching things convinced us to work with them, rather than with other brands, less respectful of the requirements for driving a top athlete. The first six-year contract (to 200,000 euros per year, ie), indexed on the results of Camille and with a conversion clause, was based on what competitors offered. It was a beautiful first contract. We have also partnered with the OEM Tyre, which is unusual since Camille involved in the development and technical improvement of products it uses. He is also interested in the sale of these products, between 10 and 15% of sales according to the ranges.

French swimmers are they becoming future footballers?

I do not believe, and I do not want to turn into Camille Lacourt Christmas tree.We will announce in September a new partnership with a ready-to-wear, but it should be the last. He is now fine partnerships should not be wasted by "selling" in all directions. When talking about total earnings of Camille Lacourt (estimated this year to 700,000 euros ed), we forget that it is barely a month's salary football star. On the other hand, it is undeniable that the French swimming much more interested in brands and sponsors that there are six or seven years. I think Camille can say thank you to Laure Manaudou, who opened a gap, taking the very strong public support. It is no secret: it has made this popular sport, which attracted the public, media and sponsors. Today these brands look like a real sport discipline of competition, with major events and boys and girls out of the ordinary …who is a potential advertising. In a few months, these boys and girls who emerge may tell themselves, thank you to Camille Lacourt!

Jeremy just Stravius, who also athletic Tuesday, he may steal the show with brands?

It is a bit simplistic to look at it that way. Each swimmer to his personality. Camille Lacourt someone is authentic, casual and simple, has a rather glamorous image. This is not a scoop. But by winning yesterday with Jeremy Stravius his world title in 100 meter backstroke, he also confirmed that he had not physically beautiful, he had another dimension. Which was very important to us because being European champion was not enough. If that fails, many would have indeed been delighted to say that he had lost in the advertising contracts and partnerships! The next objective is to confirm the sporting dimension to the London Olympics in 2012 (which would also provide the swimmer performance related bonuses as part of its contracts with Clarins and Tyre, ed.) For his part, Jeremy Stravius has the best performance of his career. I am not his agent but I think its position corresponds to a different segment than Camille. His image more reassuring, more associated with strength, may be of interest to companies in the energy sector, banking or insurance. Like Alain Bernard for example, and partnerships with EDF Assurances or April.

The failures of its TGV embarrass Beijing

It is not far from the "loss of face." The misfortunes of the new high speed train from Beijing to Shanghai are doing good laugh from all over China, while the press is unleashed and the authorities are trying to limit the damage. It must be said that it was promoted as a symbol of the Chinese railway resounding success, ready to go to conquer the world. But the beginnings are disastrous.

Last week, the train fell down several times. Internet forums and newspapers are full of stories telling outraged passengers have found in open country, stranded in trains closed and sweating profusely in the searing heat of summer. The Ministry of Railways had promised Friday that these problems would be "resolved" expeditiously. His spokesman, Wang Yongping, presented "excuses".And recognized that the line had seen "dozens of power outages" and a host of other "problems". The summer storms are largely responsible.

This iconic TGV line was opened with great fanfare on June 30, very proudly with "a year ahead" and, just as symbolically, the day before the 90th anniversary of the Communist Party. It was presented as the flagship of the newly high-tech controlled by China, and one of his arms out to conquer the world. Premier Wen Jiabao, said the line "operational" in Beijing before boarding for the first trip to the South. This train will link the two major Chinese cities 1300 km apart in less than five hours. The construction of the line has cost 23 billion euros. In March, the audit office of the state showed that 187 million yuan (20 million) had been diverted from the site by individuals or companies.

Massive rail projects

Chinese railway projects are enormous. In 2009, it was announced that 42 high-speed lines were planned for 2012, for an investment of 210 billion euros. China has the network of its kind in the world's largest, with more than 8000 km of track, and she wants to extend it to 25,000 kilometers by 2015 and 50,000 km in 2020. This year, like last year, Beijing is expected to invest 70 billion euros. Since the end of 2009, the "fastest train in the world" flows 350 km / h between Guangzhou and Wuhan. And last December, China announced proudly beating the world speed record with an oar unchanged at 486.1 km / h.But many voices cast doubt on the economic viability of some lines, less strategic than between Beijing and Shanghai. In February, the authorities decided to reduce the speed of TGV Chinese, for purposes of economy and to improve their safety. And the dramatic dismissal for corruption of the Minister of Railways Liu Zhijun, also in February, has revived speculation about a slowdown in rail projects.

Meanwhile, it is the airlines are rubbing their hands. They were sentenced say – almost – on the route from Beijing to Shanghai. The price of a one-way train range from 410 yuan (44 euros) and 1,750 yuan (190 euros), according to three classes, against about 1,300 yuan (140 euros) for a plane ticket in economy class. The airlines had already begun to lower their prices, with discounts up to 65% in response to the competition ground. They should slow down the movement …

Employment center reclassifies more unemployed people than the private

The difference is certainly on the thickness of the line but it still twists his neck to popular belief. An evaluation of the Ministry of Labour with the redeployment of unemployed Le Figaro has obtained, employment center gets better results that private placement (OPP) to which the accompaniment of hundreds of thousands of job seekers job was outsourced. In other words, the public would be more effective than the private sector to find new jobs for the unemployed.

This assessment focuses on two categories of job seekers who have benefited, in November 2009 and March 2010, a reinforced support: the unemployed far removed from the market (long-term, seniors …) and CTP-fired economic CRP (devices for one year guaranteeing a subsidy equivalent to 80% of the last gross wage). Just under 5000 people were interviewed. In both cases, the rate of return to work thirteen months after the start of the support is higher for employment center.

47% of retrenched in CTP-CRP followed by public service employment benefit and employment (employed or not), against 43% for those followed by a private placement (employment agency, company … reclassification). Less than one in three point still unemployed after thirteen months, against 38% for a PPO. The private sector, which offers support more regular and reinforced, in the end proves better than the public service on one point: the rate of CDI won, higher than 5 points to the result displayed by employment center.

More CDI

The difference is greater for the second cohort of unemployed: the unemployed far removed from the labor market.49% are employed and thirteen months after the start of their employment center for support, against 43% for those followed by a PPO. Unlike the retrenched, the CDI rate is even higher in the public service (44% against 39%). Worse, the number of unemployed, thirteen months after the start of the accompaniment, are higher in PPOs (45% against 41%).

These results revive the controversy over the use of OPP – the cost of an unemployed investment returns twice as expensive (2200 euros on average per year, against 1100 at employment center) – to relieve the crews of the public service of employment in case of downturn. The popular option is to use only an "outsourcing of specialty", on a more targeted, less numerous and where the added value of OPP is proven. Should, in this case, review their terms of payment by paying more in income.PPOs now affecting half of their performance in support of an unemployed, 25% when in use and 25% if there is still six months later. The idea is often put forward to move to a 35% share in the care and placement for 65% effective (against today 50/50). A useful discussion since the OPP always accompany nearly 150,000 job seekers.
